عوامل کیفی و کمی موثر بر کیفیت حسابرسی مالیاتی در شرکت‌های کوچک و متوسط

چکیده
کیفیت حسابرسی مالیاتی، به عنوان یکی از ارکان اساسی نظام مالیاتی، نقشی حیاتی در تضمین رعایت قوانین مالیاتی، افزایش درآمدهای دولت و ارتقای شفافیت اقتصادی ایفا می‌کند. با توجه به اهمیت روزافزون شرکت‌های کوچک و متوسط (SMEs) در اقتصاد ملی و بین‌المللی، بررسی عوامل مؤثر بر کیفیت حسابرسی مالیاتی در این بخش از کسب‌وکارها اهمیت ویژه‌ای یافته است. این پژوهش با هدف شناسایی و تبیین عوامل کیفی و کمی مؤثر بر کیفیت حسابرسی مالیاتی در شرکت‌های کوچک و متوسط، از رویکردی آمیخته بهره گرفته است. در بخش کیفی، از مصاحبه نیمه‌ساختاریافته با 15 خبره مالیاتی، تحلیل مضمون و روش دلفی فازی دو مرحله‌ای برای شناسایی مولفه‌های اصلی و تعیین اجماع نظر در میان خبرگان استفاده شد. در بخش کمی، پرسشنامه‌ای بین 360 نفر از مدیران، حسابرسان و کارشناسان مالی توزیع و داده‌های جمع‌آوری‌شده با استفاده از مدل‌سازی معادلات ساختاری (SEM) و نرم‌افزار SmartPLS مورد تحلیل قرار گرفت. نتایج بخش کیفی، عوامل متعددی را در پنج دسته محیطی، سازمانی، فرایند حسابرسی، مرتبط با شرکت‌های کوچک و متوسط و راهبردهای بهبود کیفیت شناسایی نمود. نتایج تحلیل مدل ساختاری نیز نشان داد که کیفیت حسابرسی مالیاتی اثر منفی و معناداری بر فرار مالیاتی دارد. این یافته‌ها در پرتو مطالعات پیشین مانند ( (طاهری و همکاران، 1400) مورد بحث و بررسی قرار گرفته و بر نقش کلیدی کیفیت حسابرسی در کاهش انحرافات مالیاتی و ارتقای پایبندی به مقررات تأکید شده است. در نهایت، پیشنهادهای کاربردی و آتی برای بهبود کیفیت حسابرسی مالیاتی در شرکت‌های کوچک و متوسط ارائه می‌گردد.

چکیده English

This study aimed to provide a model to identify factors affecting the quality of tax audits in SMEs, using a mixed approach (qualitative and quantitative). In the qualitative part, semi-structured interviews were conducted with 15 tax experts (auditors from the audit organization and academic experts) using a purposive snowball sampling method, and the data were analyzed using theme analysis and two-stage fuzzy Delphi. The Delphi community was similar to the qualitative part. In the quantitative part, a standard questionnaire was distributed among 360 managers, auditors, financial specialists, and tax officials of small and medium-sized companies (selected by convenience sampling) in 1403 and 1404. The data were analyzed using structural equation modeling (PLS) in SmartPLS software. The results showed that the quality of tax audits has a significant negative relationship with tax evasion. Key factors including environmental factors (status of tax laws and regulations, capacity and expertise of supervisory authorities, culture of society), organizational factors (auditor competence and expertise, auditor independence, quality of internal control systems), factors related to the audit process (audit planning and approach, evidence collection and analysis, documentation of the audit process), factors related to small and medium-sized enterprises (resource constraints, lack of financial expertise, competitive pressures), and strategies for improving audit quality (training and improving auditor expertise, strengthening auditor independence, supporting small and medium-sized enterprises, promoting a culture of compliance) were identified. This model increases financial transparency, reduces violations, and strengthens trust in the tax system. The findings are valuable for policymakers, auditors, and managers of small and medium-sized enterprises and provide a basis for future research.
