Evaluation of the readiness of the agricultural research, education and promotion organization to implement the cost price system using Mackenzie's 7S model

Abstract
In this study, using McKinsey's 7S model, the readiness of the Agricultural Research, Education and Promotion Organization to implement the cost price system based on the existing requirements and laws in the country has been investigated.For this purpose, a questionnaire consisting of 77 questions in the form of McKinsey's Seven S model dimensions was distributed to a sample consisting of 403 managers and experts of the studied organization to receive information and by using structural equation modeling with the partial least squares approach. (PLS) was analyzed.The results indicate that from the point of view of the managers and employees of the Agricultural Education, Promotion and Research Organization, there is a necessary preparation for the implementation of the cost price system from the perspective of strategy, style, skills, systems, structure, employees and common values. . In the final model, the highest path coefficient belongs to the staff dimension (0.768) and the lowest path coefficient belongs to the structure dimension (0.031).The calculation of the cost price of agricultural products and the actions and activities of government organizations and institutions have been emphasized for many years in upstream documents and programs such as the 7th Development Plan, but in practice there are many obstacles in calculating the cost price and implementing it accordingly. There is operational budgeting (based on performance) in the country.Some people believe that there is no necessary infrastructure to implement the cost price system in the country and this is the main reason for the failure of these efforts.
